Does anyone know this TV movie from the 80s?

I was like 6 or 7 at the time, so my memory is not great.

It was dystopian. I remember there being a strict segregation of
genders at a military style camp of some sort refitted as an
brainwashing center. The part that sticks out most was toward the
beginning, where the women are asleep and one gets busted for touching
herself. The whole room went into alarm mode and the guards hussled
her out while screaming at her about how filthy she was and that only
men were weak like that. Every lady in the room is freaked OUT but
say or do nothing; presumably the mastu rbator was killed or never
seen again.

Any ideas? It felt like something like Handmaid's Tale, but it was
well before that book was made into a movie...and I saw this movie
long before I read that book.
I have no idea which channel it was, but it was between 1982 and 1986;
definitely a network station (not HBO). Pardon the vagueness, but I
have no idea how to search for that.
